SFMTA Enterprise Asset Management Services (RFP CS-146)

Description: The EAM system was developed to enable SFMTA to inventory and sustainably manage its assets, performance, risk, and expenditures throughout their life cycles. The initial phase established a database containing an accurate inventory of the agency’s human, tangible, linear, and intangible assets and provided an objective assessment of existing conditions. AVA performed a gap analysis comparing current asset conditions with the standards required to achieve a State of Good Repair, identifying the improvements needed to close those gaps and the tools required to prioritize work and manage risk. The EAM system was also structured to support work planning and scheduling, with performance measured against predefined Key Performance Indicators (KPIs). The system was intended to support maintenance, upgrades, refurbishment, and replacement of existing assets while improving performance throughout each asset’s life cycle, and to provide objective information supporting capital and operating expenditure decisions across multiple asset types and SFMTA business lines.

AVA’s Role: Anil Verma Associates, Inc. (AVA), a member of the Institute of Asset Management in the United Kingdom, developed the requirements for implementing an Enterprise Asset Management (EAM) system for the San Francisco Municipal Transportation Agency (SFMTA). AVA’s multidisciplinary team worked closely with SFMTA stakeholders to define the agency’s EAM needs and establish criteria for determining State of Good Repair (SOGR). The EAM system was intended to document the agency’s assets, assess their current condition and future needs, and support optimal life-cycle management. AVA also developed a Request for Proposal (RFP) to select a qualified contractor to implement the EAM system and integrate it with SFMTA’s other business systems and operational functions.
