Nogales Street Grade Separation Project, West Covina, CA

AVA’s Role: AVA provided construction management services, with responsibilities including inspection, safety, field engineering, and other related services. The project included bridges, underpass roadways, trackwork, retaining walls, sound walls, landscaping, drainage, and a loop connector road that replaced the former intersection of Nogales Street and Valley Boulevard.

Description: The Nogales Street Grade Separation Project, located in West Covina, required Nogales Street to be lowered approximately twenty (20) feet below Valley Boulevard and the railroad tracks. The project included construction of two (2) bridges—one carrying motorists along Valley Boulevard and the other carrying trains over Nogales Street. A loop connector road replaced the former intersection of Nogales Street and Valley Boulevard. An underpass access road along Nogales Street was constructed in accordance with Caltrans standard construction guidelines and details, including reinforced concrete (RC) retaining walls on cast-in-drilled-hole (CIDH) piles, sound walls constructed to Caltrans standards, flood-control and prevention measures, median and mitigation landscaping with a drip-irrigation system, dedicated pedestrian walkways, roadway signage, traffic signals, road striping, storm drainage, and new curbs, gutters, and sidewalks.

Cost: $47.5 Million
